The basic assumption of Civ 5, and indeed of civilisation IRL, is that the land can and should be improved (an assumption I disagree with, but that's a whole other kettle of fish).
Hence, 1. 'things can only get better'
2. Citadels are an example of an 'improvement'. Some Greeks obviously felt that this beautiful mountain setting would be 'improved' by building a fortress and permanently garrisoning it.
3. and 4. were hints to the show Home Improvement. I don't much like that show, but I do like the movie Galaxy Quest, so thought this would be fun to include.
