I got the game through Steam, so I don't have any of the paper format guides or docs that might have come with the CD/DVD. Are there items like this online? Details about the tech web, and the victory conditions? I'm feeling like I am trying to learn the game without some key, basic understandings.

Not really unfortunately. You have the Civilipedia in game and you have the manual that you can download from the Steam page.
