Depends on the level you're playing at. At chieftain you can contact other players throught the multiplayer menu. At all other levels this is not possible. This is just in single player though, I haven't played multi-player yet.

What is civnet?
Civnet is the multi-player version of winciv. With some differences in lay-out of the game and menus.

When playing multiplayer, you can activate a menu option that lets all the human players chat with each other from the start of the game, without having to actually "find" each other. It only works for the human players, not the AI.
