Clearing damage before Sanitation..1st Conquest

I was playing the first Conquest as Macedon. Anyway, rockin some serious production and I was getting pollution. Being able to clean pollution (or "Clear Damage") only becomes available as a worker action after Sanitation. So I start researching that.

I decided to Automate a worker 'cause I was tired of micromanaging (I winning at this point). I noticed the worker went to work on the same square. I tried to activate him, and guess what? He was clearing damage!!! Guess he learned a few things on the street, 'cause my wise-men didn't know jack.

In the editor, clearing damage has no prerequisite. how is this a bug? Sounds like a change to me.

In that scenario it does have a prerequisite. It is a bug.

Maybe he's the guy working on the whole sanitation issue. He's the one who says,"Hey, this shovel is really good for moving the horse droppings off the road"
