Collossus wont build..plz help

Correct me if I'm wrong here but its my understanding that you have to have more then just one forge...you need ( I think ) 7 forges to build the Colossus.

Isn't that Iron Works?

For Colossus, you need only a forge in the target city.

hum.strange one.
either it's a true bug (sad thing), or the collosum have another requierement (doesn't it require Sailing or such tech ?).
