I gave the colony status to one of the cities on another continent. An other key city ( I don't want to give this city away) became also a colony.
Later in the game i had the choice of a city ,far away of my first colony, to create a complete new colony or give it the primary colony holder.
I decided to create a complete new colony, but the city went to the first colony holder. It sounds like a bug (they give me the choice)
