This is something I noticed last night while building up my rebel army. While each city was at least 75% rebel sentiment or higher, the Revolution Advisor was saying that the total for the colonies was really 46%. Despite Elder Statesmen in each colony, that rating never budged past 46% and I could never declare independence.
The garrison colonists were not being influenced by the town halls. While I don't think they were influenced in the original Colonization, as I recall it was the citizens inside the town proper that were counted towards sentiment.
This is kind of a side issue, though, since the colonists I was using to make soldiers were born in these high rebel sentiment colonies. Shouldn't these colonists not be tories?
