Color Blindness and Pop Limit Popups

I'm having a problem with two of the options in the preferences window in PTW, namely 'Color Blind Help' and 'Disable Population Limit Popup'. Here's the problem: they don't work at all.

If I set 'Color Blind Help' on, it doesn't place the name of the civ in brackets next to the city name, which it should. If I leave 'Disable Population Limit Popups' off, I still don't get popups warning me I have to build an aqueduct, hospital, etc., which I should.

I know this is a strange problem. Please help.

I think that might have been fixed in the 1.14 patch. The options do work, it's just that they're switched.

I think I may have already tried turning color blindness help off.

Does anyone know of any other mix-ups in the preferences window in the pre-1.14f versions of PTW?

I have the latest patch, and for some reason I still get sound effects even when I disable everything.
