Colour of Population indicator

Hi all,
A quick question...apologies if it's already been asked..
On the map display, the size of each city is shown...but sometimes this number is in white, and sometimes it's in gold colour. Does anyone know what this means?

White means the city is growing

Yellow means the city growth is stagnant due to food or lack of aqueduct or hospital

Red means the city will lose population due to starvation
