I would like to know if it's normal... but in my current game (V28) in 1 turn it say +86... the next turn it say +223 and the next turn i came back with +86... why that? Why it's always change everyturn?

Check you crime buildings. It could be that you are on the border line and have the crime buildings when +84 but not when +223.
