In all RTW Scenarios, Mao's Communist China never expands past one city. Since all northern Chinese cities are communist I was wondering if Mao is supposed to take them over? (It is impossible to do so with his limited troops in the game) If he is supposed to take them over, is it some kind of glitch that he can't?

No, Communist China didn't really grow all that much during the war, that only happened near the end and in the civil war that followed. Not much is supposed to happen between the Communists and the Republic. They should end up with a truce at the end of 1936 and fight the Japanese when they attack in the next year.

If you wanted to have a China that is closer to reality, you would need to split up the country into multiple areas controlled by warlords and one larger area controlled by the Republic of China. But since having lots and lots of minor civs isn't ideal, this is usually ignored in pretty much every mod of the era.
