I've been thinking about the sanctions proposals and some other ideas that have been floated around and I think I've been approaching this from the wrong angle.

Instead I'd like to start a thread to collect as many ideas as possible for new World Congress proposals or changes to existing proposals.

I'll open a poll for ideas which gain a lot of traction or which the devs think would be cool to add and the community can vote on the change or addition.

As part of this I've been thinking of integrating elements from @Enginseer's World Congress Reformation mod, including +33% more World Congress sessions and a resolution to change the host.

@Milae has already offered to do any AI work needed for any new proposals or changes.

Discuss! Let's have some ideas :)

Guidelines:
1. Proposals should have a unique effect that is not duplicated by any other proposal.

2. Proposals should be relatively balanced compared to other proposals; we want to avoid situations where one resolution is constantly or never proposed.

3. Except for project resolutions, there is a cooldown on proposing the same resolution twice in a row.

4. New project resolutions will only be added if the buildings, artwork, etc. necessary for them can be provided.

Sanctions are devastating. You have either taken over enough strategic resources/luxuries and properly managed your happiness... Or you lose. It would be nice to see a way for them to at least be automatically proposed for a revote next session.
 
1. what about ban a strategic resource to a player? example ban civilization X to trade with Uranium.
then other players can´t trade that resource to the player to prevent him to get nuclear weapons.

2. A resolution to make peace.. Example Civ A and Civ B is at war. Civ C votes for Peace between Civ A and B.
enough with other civilizations votes for Yes and these 2 civilizations are forced into peace.
 
I had the idea a while ago, Peacekeeping Forces. The irl UN does this often and it is a problem in civ. If a CS is attacked, then you can propose this and the CS's units get +20% CS. Would be pretty easy to implement and pretty helpful. And pretty easy for the AI, if you are friends with the CS vote yes, if you are friends with the conqueror then vote no.

I do like the idea for a revote for sanctions.
 
1. [insert luxury name] subsidies. Doubles a specific monopoly's bonus. Available when WC is founded. Diplomatic attitudes regarding it should be easy to calculate as inverse of banning that particular luxury.

2. World Corporation, similarly to world religion and world ideology. Unlocks when corporations tech is discovered. Holder of it gets +1 vote for each trade route towards another unique major civ. Anyone targeting the world corporation civ owner with a trade route gets 1 extra WC vote. World corporation's bonuses are doubled. (World corporation's holder can trade with sanctioned civs?)

Perhaps to add some ideas unto this. Gifting units towards this city state would double the units given or gives more influence or lowers the delay it needs to arrive or some combination. Some options that seem very much in the spirit of this proposal. I quite like the idea, but it could use more power if it just works on a single CS. Having the proposal work for all City States would be attractive for diplomatic civs I can imagine.

Trade Units cannot be pillaged. Civilian units captured are automatically sent to their owners capital.

Economic Relief Package
Civs with a negative GPT gain +10% gold.

Free Trade
All civs +1 TR.

World Council Expansion
Council meeting cooldown reduced by 10%. Members with fewer votes than the top 3 voting members gain +1 vote.

Free Religion
Religious Units no longer suffer attrition when moving through foreign borders. Religions that are not the dominant religion in a city gain +10% pressure.

Free Religion v2
All civs can build Pagodas.

Yeah I like a flavor of this. Maybe something like

Military Intervention (CS Choice)
CS gains +20% to City and Unit Strength.
 
Aquatic Commerce Act (Needs better name)
+1 gold for all coast and ocean tiles

Equality for All
Specialists consume 1 less Food and do not generate urbanization. Specialists generate -1 GPP and -1 to their primary yield.

I feel like this would make domination victories very frustrating, so I vote no.

Yeah I don't think the WC should have that much power to just shut down a war. IRL as well, many times UN has said to stop doing stuff and it just gets ignored, so perhaps something like -10% combat strength for both sides, or strategic resource trades aren't allowed (like someone else said), a weaker version of that.
 
Some ideas.

Anti-Bloc Act (Unlocks at Atomic Theory)

City-States won't participate in major civilizations war anymore. Disable Defensive pact and joint war declarations.

Blue Berets (Unlocks at Radio)

Greatly increase warmonger penalty for attacking or conquering City-States, and all CStates gain 5 free units and supply.

Weights and Measures Standards (Unlocks at Scientific Theory)

Choose a player. +2 :c5gold: Gold and +2 :c5science: Science from all :trade: International Trade Routes to and from that player. Research Pacts involving that player don't require a Declaration of Friendship and cost and last 25% less.

Cannot be proposed if one is already enacted.

Global Currency
(Unlocks at Corporation)

Launches the Global Currency project :
  • Bronze : Receive a free Great Merchant and a large amount of :c5goldenage: GA points
  • Silver : -15% :c5gold: Gold cost to building investment and unit upgrade for 20 turns
  • Gold : Global Monetary Fund wonder appears in Capital
Global Monetary Fund (World Wonder)
+1 :trade: Trade Route

Gain 5 % of all :c5gold: Gold investments and upgrades from other players.

+10 % to all processes (25 => 35 %)

My problem with Geneva Convention and Free Trade is that they should be easy enactments that feel like giveaways. I'd think a majority of civs would say "Sure, I don't want my TR's being picked off, and wouldn't mind an extra one."

Better name: Maritime Commerce Act.

My suggestions:

Security Council

Vassals have no voting rights.

Suspension from WC


Can't vote for x number of sessions.

Expulsion from WC

Can't vote for the rest of the game. Reinstatement can only occur via proposal by another civ.

Pariah

A combination of sanctions and a ban on trading any luxury a civ has. This would thus require more than one vote to overturn. Possibly add suspension as well.

Supermajority

⅔ vote, maybe ¾. The Supermajority option could be used for Expulsion, Pariah, or any other sanctions deemed extreme.

The reason for this is that it allows the softening of "sanctions" as proposed elsewhere, but addresses the Catch-22 of this giving a break to a runaway. Supermajorities could significantly slow runaways, especially in tandem with other (existing or potential) sanctions.

These just seem too strong. I understand the supermajority thing but I recursive and others have said we more or less want an equal strength (though a good bit of variance is ok), and supermajority seems like a big change.

Actually, I heard someone say there should be proposals that are objectively good for everyone, for example everyone gets +1 TR slot. It could serve as something to propose when you have nothing else or to get diplo favor. I'm not completely sure on the idea, what do other people think?

Very similar to my proposal, but I was suggesting it was CS specific. What do you think? I feel like having it be specific is more interesting in that while diplo civs could actually vote against it. But I can also see arguments the other way.
 
The proposal that makes CS stronger should be global. It feels too specific to just target one. I like the Blue Berets idea, but I'd like a clarification how CS supply and strategic limit work first (and if they cannot build certain units). My modification below in italics.

I'm bad at names, so I'll just throw wild ideas without them.

1. Ban all trading of strategic resources. Monopolies for strategic resources are disabled.
2. The civ with the most gold gains +3 Happiness and +10% Tourism bonus permanently. All civs uniformly distribute their gold.
3. All cities' security level increases by 20%. Spies level up 20% faster.
4. Cities only generate religious pressure of their majority religion (or is it already the case?). Missionaries are 50% weaker on cities with a different majority religion.
5. Sanction nerf: no longer removes franchises of vassals and City States.
 
Convention on the Law of the Sea
- All owned Coastal and Ocean tiles can be traversed by other Civilizations.
- AI can still ask you to move your troops if you park your military inside their borders using this.

Geneva Convention
In addition to what others have suggested, add no razing, and maybe no population loss during conquests.

World Trade Organisation
Foreign trade routes are 50% stronger.

Universal Declaration of Human Rights
-2 food cost for specialists, +25% great person generation.

My point is that they are such no-brainers that you almost may as well just add an extra TR to the rules from the get-go, instead. Trade units being immune to pillage is similar, but is also very unrealistic.
