When a monitor does that it needs to be replaced. I have had a similar experiance and with time it just becomes unusable.
Something like that happened to my kitchen LCD TV. A quarter of the screen was covered in black and yellowish blobs, but now it's mostly gone, just in the corners at the bottom now.

When I spill orange juice on a remote control I disassemble it and wash it in the sink with the dishes. Water can do damage (depending on the components and the way you wet it) but water damaging electronics is more common with much older or higher voltage equipment.Why is it that my flash drive survived both dropping 6 feet to a concrete floor (I was on a ladder and had it around my neck and the string broke) AND going through the washing machine? I was willing to overlook the fact that I would have trouble doing a great deal more than playing dos games but without a video driver, it wasn't too pleasant. The fan speed is what I want specifically. Also gpuz is showing the core clock and memory clock as only a fraction of what they should be, 160mhz when it should be 575mhz.
On a new computer (64 bit architecture) can a device on a (standard) PCI bus directly address RAM (the lower gigs 3.some odd gigs of it, at least), or must it go through some intermediate hardware?

And make sure your Control Center is up to date. Manual fan control was introduced in Catalyst 8.10 I think
