Conditions for switching civs?

What factors determine whether you can switch to a new civ? Or can you only switch once?

I just tried playing first as the Norse, placed a few cities in Sweden in better locations they would otherwise be, then switched over to England. But I never got the option to switch to Sweden when they spawned. Why?

At the moment, you are only allowed to switch once. I wish it was more, but I am not a developer of the mod, just explaining to you what happened.

This happens in other realism mods, as well, such as SoI.
 
Thanks for clarification. I suppose there are no geographical limitations to switching? So one could basically play as Norse, do all the groundwork for Sweden, then switch upon spawn?
 
There was a turn limit that you had to wait before you can switch. You can switch Norse -> Sweden (or at least you should be able to), but you cannot switch Burgundy -> Germany.
 
Apparently the turn limit isn't the only factor. Previously I switched from Norse to England with no problem. When I played again and in addition to conquering York settled London and Chester, I wasn't allowed to switch to England. Is there a mechanism that prevents player from doing the groundwork with an earlier civ and then switching to a new one?

That's entirely plausible, yes.
