confused about relevance of FP location

As of 1.12, does it matter where I put the FP?

As of 1.13, does it matter where I put the FP?

If not, why has it been decided to make FP location irrelevant?

Yes, it matters. One consequence of the changes is that it's difficult or impossible to come up with a simple rule for "ideal" placement, but somewhere about 5-15 tiles away from your palace is probably good. Basically you want it somewhere in the midst of cities that are far enough away from the palace that they'll be closer to the FP (improving distance corruption) but close enough that those cities don't also suffer from crippling city rank corruption (which is not changed by the FP).

Edit: This is the same for both 1.12 and 1.13. 1.13 makes some changes to corruption, but the rule for FP placement is the same with either patch.
