I'm confused! How do you (in Test of Time) play games where Civilization is played across four separate maps?

Is it seven civilizations on every one? If you have 50 cities on each of the maps, then it will be like 200 cities. How do you have the time to run every city perfectly then?

Think of the 4 maps as four levels in one building, and there are stairs to go between them at certain points.
