The problem of any democratic system is it does not account for weighted values: in out case a guy who plays civ 24/7 and thinks about its balance, gameplay, possible improvements etc. all the time has same vote value as a guy who plays civ one time a year and does not even know why he cant build hopplites playing as India.
It could be hard to apply weights. Although, developers has more say, because can choose not to sponsor a change.
 
Use CF post count for weighting the vote?
Not fair to lurkers. But, also, imagine what this would encourage.

forum already has rules against spam and whatnot -- wouldn't necessarily be a bad thing, it may encourage lurkers and others to participate in discussion, and thus draw out new ideas etc. As-is, someone that wants to game the system can just prep a fleet of clandestine alt accounts with 0 posts, no? Strikes me that that is easier than boosting a single account's post count
 
I definitely think there needs to be an elected council with certain powers. Direct democracy has the potential to constantly change back and forth as well as being influenced by people who rarely actually play the game.
 
Yes, it's quite unclear how a poll like this relates to a vote.
Of course, in a vote people could vote tactically and that's always problematic.
I found this paper quite interesting.
It suggests that in absence of tactical voting, AV (this system) finds the Condorcet winner (the option that defeats all others in a head-to-head)
 
One option I would like to see is the ability to skip any proposals. There are times when it makes sense to not offer any proposals. We have the ability to skip voting but not skip making a proposal. This currently can have some bad consequences when playing the political game.
 
On the topic of the congress itself, I've been keep off-putting participating in the discussion because there have bee so many interlocking proposals with this being dependent on that, and that potentially affecting this, and it's been a struggle to keep up. Cheers for the people who are, because you are amazing- I'm almost halfway to simply giving up myself.
 
If you post your thoughts and questions (confusion) then others who have had the spare time can bring you up to speed (should there be some gap in your thinking)
