This amendment will address the problem of having newcomers entering the game without registering in cities first. (We really should add city registry to the game registry, I wonder why this is not done yet).

New Members of Parliament are given a grace period of a week (from the date of signing up) in order to sign up for a city of residence (i.e. constituency), and these are given the right to vote in the national assembly for the duration. Upon registry in the City Registry, the Members of Parliament will also be given the right to vote in the Provincial and City assemblies as well.

I propose that this replace Provolution's proposed Section 1A as Section 1A and upon passage, his amendment be Section 1B, for continuity purposes.

Reason: This will show what should happen to new MPs first, with the other amendment showing what will happen if the MP is still not placed.

On this amendment, whether it goes in as A or B, I vote Yea.
 
I vote yes of course, and I am certain a week is more than enough for them to figure out how to register in a city, as the term is only 1 month.

Please change the abstain from Abstain to yes in the other vote. I will relabel these A to B and B to A, to make it clear to people.

MPs are only able to vote in the Provicinal Assembely in which they live, correct?
 
Yes, that is correct, so when the Provincial Assemblys convene (upon having passed 1A) and 1B), the PA Constitution can directly refer to the National Constitution. So for Al Hakimah, your city, New Alexandria would be the only province where you can vote and be elected on the provincial level.

This goes hand in hand with the regionalization scheme all here voted for.
