If passed this will become Section 4 of Article of 7 of the Constitution



The government of Civilitas is prohibited from deficit spending unless a state of national emergency has been declared by 2/3 of voting members of parliament.

There are times when the government might be forced to use deficit spending. It's not good, but it's sometimes neccesary.

It's also ironic how the delegate proposing this amendment wanted free health care and college for everyone.

It's too much to ask for 2/3 voting members of parliament to declare a state of national emergency. Lower the barrier for declaring national emergency and I'll be on board.

Gaming the system? What does this mean? Are you trying to limit the CSP's power because you lost? That's a cheap move, cheap move indeed.

I don't think you understand that sometimes a government runs out of money. While it's never desireable, it's sometimes un-invetible, and to make a Fiscal Responsibility amendment will hurt us more than help us.

BTW, Downtown's budget so far gives us a surplus, with a "slush" fund, so you don't need to be worried, while your Free Education and Health Care bill would destroy your budget.

I'm sorry, but I'm not going to increase taxes for this. The only solution is to cut back on programs. If there is a deficit, then we have too much money being spent.

I'm going to vote Nay to this.

I would approve of something where programs cannot be passed or have increased funding, if it causes a deficit. Increased taxes is out of the question.

Well, as a Libertarian, as your party platform says, your first solution should be to cut programs, not raise taxes.

Again, this amendment can only do this country harm if we pass it, it doesn't allow us to go into deficit if we really need to. Obviously, you don't aim to go to into deficit by over-spending, but it's sometimes un-avoidable, this will cause a crisis to the budget, economy, and government of Civilitas.
 
If there is a deficit.
We need to
1.Halt all increase in programs
2.Cut non essential programs
3.Raise taxes
