Bill3000 brought this up on the constitutional voting thread. I don't think that this will be controversial.

To wit, I propose the following text:

Parliament of Civilitas

Begun and held at the city of Isthmus City in the Province of New Fanatica on Saturday, the twenty-eighth day of July two thousand and seven,

A Resolution

Proposing amendment to the Constitution of Civilitas to grant necessary powers to the Parliament of Civilitas.

Resolved by the Parliament of Civilitas (either two-thirds of its members concurring and one-half of its members from each province concurring, or two-thirds of of the members from three out of the four Provinces concurring) that the following shall become clause 12, Article 1, Section 3 of the Constitution of Civilitas:

To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of Civilitas, or in any department or officer thereof.

This thread is for discussion. Apologies for the legalistic wording, but I copied the enacting formula from the Twenty-Third Amendment to the US Constitution, and the text of the amendment is verbatim the necessary and proper clause in the Constitution (except for the word "Civilitas"). Who said plagiarism was a bad thing?

Is this an official parliamentary proposal, or just "Hey, we need to plan on doing this"? There is a Bill of Rights coming down the pipe, and it makes the most sense to introduce this along with ump-teen others when the Parliament actually starts.
 
Well, at the National Convention we'd basically agreed to 20 amendments:
1. The people of __________ shall the right to life.*
2.The people of __________ shall have an unrestricted right to join the religion of their choice.
3. The people of __________ shall have an unrestricted right towards the freedom of speech and exchange of ideas.
4. The people of __________ shall have an unrestricted right to vote in governmental elections, provided that they are not currently serving a punishment for crime whereof the party shall have been duly convicted.
5. The people of __________ shall have a right towards mass assembly and to make petitions of redress.
6. The people of __________ shall have the right towards the ownership property and the right to do with it as they please, except in cases where doing so would endanger the people or state of ___________.** However, this amendment shall not be taken to mean the prohibition of confiscation by imminent domain, should a fair and just price be offered for the confiscated property.*
7. The people of __________ shall have a right to keep and bear arms in self-defense and in the defense of property.***
8. The people of __________ shall have a right to engage in commerce, except as or during a punishment for crime whereof the party shall have been duly convicted.
9. The people of __________ shall have a right to equal treatment without regard to their race, religion, sex, nationality, language, sexual preference, and age, except with regards to those under the age of majority.
10. The people of __________ shall have a right to not have to undergo the search or seizure of themselves, or their property, unless a warrant for such seizures has been issued or the public good is in immediate danger.
11. A speedy, public, and fair trial by an impartial jury, resulting in a verdict of “Guilty,” shall be necessary before the conviction of anyone for any crime.
12. A trial cannot be commenced against a person, should that person already have been found not guilty of the crime in question in a previous trial.
13. The people of __________, when under trial, shall have the right to call and confront witnesses and to refuse to bare witness against themselves.
14. The people of __________ shall have the right to not face unnecessary restrictions or limitations on their rights, prior to conviction in a court of law.
15. If convicted; the people of __________ have a right to be free from excessive punishment or needlessly cruel punishment.
16. The government of _____________ shall make no laws towards the establishment of a preferred religion, moral system, private political group, or private economic organization.
17. The basic rights outlined above shall also apply to all foreign citizens present in the lands and waterways administered by _________ except for those related to voting, detainment and search and seizure.
18. The practices of slavery and indentured servitude shall be illegal in _________ unless as part of a punishment duly given by a court of law.
19. The people of _________ shall have the right to be free from paying taxes on land property.
20. The people of __________ shall have a right to make use of a national healthcare system.
However, since we accidentally forgot to include the necessary and proper clause in the original Constitution I suppose that would be best to be the first amendment with all the others getting knocked down one.

This is a proposal that we need to get out of the way before we do anything else, because if we don't do it, there is a chance that we will be severely hamstrung in doing anything else.
