contradictory population stats

Playing C3C, I have a situation where, on the victory status screen, I (Carthage) have 29% of world population, and my nearest rival is India at 22%. Yet on the F11 demographics screen, I am 2nd in population! How can this be? It's mid Industrial Age so everybody knows everybody else.

It must have to do with him having fewer cities at greater population (like number of laborers working tiles), and you many cities, but are smaller. The population increases semi-expotentially. I would guess the f8 screen refers to citizens not "population".
