Is there a mod which allows you to swap who owns the 4th and 5th ring of a city back and forth, like you can with the 1st-3rd ring?
I'm trying to make a super big city. I made a worldbuilder map and everything. I specifically designed the 4th and 5th ring of my capital to fit national parks for additional amenities, in addition to a ring of cities around it for more national parks. However, tightly packed national parks are at the whim of random border growth. They don't go where I want them. While I got almost every tile I need within the capital city, the national park setup is all wonky. I can fix this with strategic swapping of who owns what tile, but in the base game the 4th and 5th rings are one way: one it's swapped it never goes back.
