controling inflation

im playing bts and inflation is killing me. its at 250%. i have all my cities producing wealth and im still losing hundreds per turn. i wont survive much longer. anyone have any suggestions on how i can get this under control or am i doomed?

Cut costs (low cost civics, disband some troops, or bring them home)
and
Increase Income (build cottages, Marketplaces, Grocers, Banks, get trade routes with other civs.)

i do have banks and grocers etc. in all my cities. im locked into perminent war with 6 other civs. i will definately try to change my civics and see what happens. ill let u know
