controlling barb unit levels in comparision to player & AI unit levels

does anyone know how to make it so that the barb units cannot surpass the units of the player and the AI civs? the barbs have spearmen while the player & AI are on warrior.. thought it my have something to do with this in the xml/handicapinfo folder but i could be wrong:
