Factions & Guilds:

Factions are any group of citizens that join together for roleplay or political purpose. A faction is constituted by the following:
  • A membership of at a minimum of 2 registered citizens.
  • A recognized government civic
  • Bylaws based on the above government civic for the running of the faction
  • A constitution based on the above government civic for the running of the faction
A guild is any group that either refuses to be recognized or does not meet the requirements to become a faction. A faction can fall in one of two categories:

Prime:
  • Only one Faction can be the "prime" faction.
  • The entire democracy game uses the prime factions constitution.
  • The democracy game must remain in the prime factions government civic (and obey it's associated penalties).
Secondary:
  • Secondary Factions are any factions that are currently not the prime faction.
  • Their bylaws and constitutions may not violate the national constitution.
Faction Government Civics:
Upon creation a faction must chose one of the following government civics. They can not change that civic during the duration of it's life. Any constitution or rules the faction creates must be based off of the government. Following the government are penalty civics. A faction can not make use of the penalty civics (in italics) associated with it's government civic.

    bureaucracy
  • Hereditary Rule:
    free religion
    Emancipation
  • Representation:
    Slavery
    State Property
  • Police State:
    Free Speech
    Pacifism
  • Universal Suffrage:
    Vassalage
    Theocracy
Rebellions:
Every other week the country chooses whether to enter anarchy. If a simple majority wish to rebel than the prime faction is overthrown and a poll goes up to chose a new one.
  • Requires a simple majority to enter rebellion.
  • During this time recognized factions can announce their intent to join the rebellion (and thus have a chance to become the prime faction).
  • The country can choose to not even consider a rebellion. If this is the case then the citizens can consider a rebellion at any time past the original two week period.
Early Rebellions:
A rebellion may take place earlier than the two week period only if it is supported by 3 or more registered citizens. All other rules for rebellions still apply.

Constitution and Bylaws:
These are the rules which govern the faction and, in the case of the Prime Faction's constitution, the nation. Bylaws are laws which only apply to that faction. Bylaws must include how new membership application is processed and how faction positions are filled. The constitution must contain information on how positions are filled, citizen rights, conflict resolution, and the designated turn player. Both must describe how changes are made to each. All Democracy Game rules must obey the CivFanatics Forum rules.

Election:
New factions may apply at any time. Factions announce their candidacy for Prime Faction during the rebellion polling. Factions may choose to throw their support to another faction mid-polling. Voting is by individual.
  • A simple majority of support is required to become the prime faction.
  • If no faction achieves the simple majority then a run-off is posted between the factions with the 2 highest vote totals from the last poll.
Save Playing:
The Prime Faction's constitution will determine who we play the save. While anyone can look at the save to get information, you can't "play ahead" in the game - don't be stupid and ruin the suprise!. Information obtained from illegally playing ahead may not be used in any way and will be deleted on sight. Egregious violations may result in forum sanctions. Any "play of the save" must be logged and posted in a thread, with enough detail for someone else to generally recreate the actions in the save. A link to the ending save must also be posted in that thread.

Revise:
At least every other term before the next election we will discuss the meta rules and any changes needed. The format of this discussion will be based on the needs of the time. It requires a simple majority in order to make changes to the meta rules at any time.

AIs probably handle the interaction between such things rather poorly, do you guys ever have people take up the mantle of people willing to play rival civilizations? Perhaps they ?have their own system of government, a hereditary ruler with parlement? a single despot? a number of officials in a communist environment?
while the democracy and roleplaying games seem fun on their own, its really not enough to get excited about when your the only one doing it, sort of playing chess with yourself =/
