i'm only getting +17 for cereal mills despite having more like 50 rice corn and wheat

maybe it only counts the resources on the same continent as your headquarters?

It counts them all. However, you only get +1 for every 2 or 3 resources. It isn't one for one. I usually choose Sid's Sushi not Cereal Mills, so I don't know which ratio it uses. Sushi uses +1 for each 2 resources.
