Corporations and Mercantilism

As I understand it, only foreign Corporations are prevented by the Mercantilism civic, right?

I ask because I was attempting to found a Corporation of my own while under Mercantilism, but was unable to. When I switched civics, I could found the Corporation just fine, but will I be able to spread it to my own cities if I switch Civics back?

I don't have State Property available, and don't really plan to use it, so that shouldn't be a factor.

That's odd. What did it say when you tried to found the corporation?

Also, did you have any others in the city at the time? Corporations that is.

Did you have at least one of the prerequisites resources for the corporation?

No corporations had been founded anywhere else in the world, and I had the technology for both Mining Inc. and Creative Constructions. When I selected one of my Great Engineers (I have two that I'd saved), both Corporation buildings were grayed out, and clicking them did nothing.

When I switched my Civic away from Mercantilism, the corporation buttons were no longer grayed out, and I was able to found one.

This is a game I started with 3.03, and then upgraded to 3.13, but as far as I know it should be save game compatible (and I've not noticed any other bugs or quirks).

Edit: And yes I do have the required resources as well.

Not sure if the 3.13 switch is causing things to mess up. If I were you, I'd post this under bug reports and upload a save file...

I already had mining but found out i could not do civilized jewelers in any of my cities regardless of whether mining was in that town or not

Is there a bug report or solution to this? I face the same problem. I can not found Sushi Co. under Mercantilism, button grayed out.

There's a known bug in patch 3.13 that prevents you founding corporations under mercantilism. Bhruic's unofficial patch fixes this, along with many other things (see sticky thread at top of forum).
