Corporations

I have a Great Engineer, the tech, and the resources, but the possible corporations available are greyed out even though they haven't been built. Is this a bug?

Are you in State Property civic? Corps cannot be built in State Property. Also, when you say you have the tech, do you mean the tech to build corps in general or the one specifically for a corp, such as Mining, that an Engineer can build?

Thank you as well. I forgot corporations are disabled during state property.
