corruption level pre FP affected by bug?

Is the corruption level *before* you build the FP affected by a corruption bug? Or is the high level of corruption as intended by the designers?

As intended, though you may be running into the RCP fix, which could make corruption worse in C3C than it was in PTW, depending on city placement. Additionally, you may be in Despotism, which has terrible corruption as compared to Republic or Democracy.
