Corruption & Waste: Problematic vs. Minimal

I recently ran a test and found that Fascism ("minimal" corruption) causes exactly the same level of corruption and waste as Monarchy and Feudalism (both with "problematic" corruption levels), after adjusting for the loss of population resulting from a switch to Fascism.

Am I right? Is there no practical difference between "problematic" and "minimal" corruption levels?

Note: I have Civ III Conquests with the final patch.

Yeah, sorry, I meant "Nuisance," not "Minimal." In a normal-sized world with 50 cities (averaging size 8), there wasn't a single bit of difference between Nuisance and Problematic--not one commerce, not one shield. If there is a difference, it's awfully subtle. :)
