Cosmetic mod idea: houses on worked tiles without improvement (kinda like in Civ IV)

So I got an idea when replaying Civ IV. It would be nice to put a few of the little houses that appear around the city center and districts on tiles that are worked but don't have an improvement on them to visualize they are worked, and you see it at a glance (like the little hut in IV)

Would a mod like that be possible to make?
