    Weird stuff. I never heard that a black hole could "turn off".

    It doesn't "turn off" but there's just nothing close to it thats falling into it any more. Just a bunch of stars orbiting the black hole. In fact, most super massive black holes at the centre of galaxies are 'dormant', including the one in our milkyway.
