Coudlnt build ironclad

I had two coal resources but i couldn't build an ironclad because it said "requires coal". I was mercantile. Is this a bug?

did you have the national park wonder in that city?

Do you actually have the coal resources showing in the city display screen? Just because you have coal, doesn't mean it is hooked up to the city in which you're trying to build.

it may have been national park i didnt know it removes the resource
