I tried to use the windows search for it but it didnt pop up. I've tried reinstalling it and the patch twice and have no clue how to proceed.

Install the latest version of Directx9c (or the one that came with civ4).

You will get this if your version of Directx9c is too old

EDIT: error persists...
going to try reinstalling the game and using the direct X the game comes with
EDIT: Included version works but the one off of Microsofts website doesn't
