Countries Breaking Up

I always thought that it was strange that in Civ the number of countries could only go down, never up. In the real world there are a lot more countries now then there were even 20 years ago.

Whenever a countries capital is taken there should be a chance that cities from another civ can break off and become a new country. For example, if I was Germany and I just conquered france, but then my capital was captured, then all of the french cities might reform their old country.
