[CP only 2.7.3] Can't build national wonder and bug in ideology

The question is in the title of the topic. The "Treauty Organization" talent just doesn't do anything.

Does not help: Steam / Pirate version of the game; Reinstalling mods or the game; Change intra-game settings (such as game speed)

Installed mods: Community Patch Only and Infoaddict (without infoaddict problem remains)
Without CP without mods all works, which means - the problem is in the patch.
