I have an odd error. I've tried it several times with the same result - if I raze the city of TOMAR in the attached save, the game crashes - sometimes immediately, sometimes at the end of the turn. If I capture the city, the game will continue. The save is just before the defeat of the city.

1. Load the save game
2. Attack city of Tomar - raze city
3. If game doesn't crash immediately, finish turn.

You're yet another victim of the drafting units bug.

There is a certain combination of technology (if a civ has Rocketry, but not Assembly Line) that leaves them with no valid draftable unit. Any attempt to draft a unit by the civ leads to a CTD. In your game, Portugal has this broken tech combination.

While they are not trying to draft a unit, there is one other place where it checks the current draftable unit - partisans. When you burn a city, the civ spawns a number of its current draft unit from the ruins. Since Portugal doesn't have a valid draft unit, the game crashes.

Solver's unofficial patch fixes the draft unit bug sometimes, but some people still report it even with it. The only alternative is in game work arounds - don't burn cities, or crack open the game in worldbuilder and give Portugal Assembly Line, though probably not desirable in a war. (Or I suppose you could remove Rocketry from them, but it's a bit like cheating).
