Crash to desktop because of cities built on ice?

Hello all I have an interesting problem. I am about to conquer a city which is built on ice and also I am about to build a new city on ice (in another place). Both of them failed and the game crashes directly to desktop. Why is that? The ice is not the "Impassable" one.

Please attach the Save game that illustrates this. With details on how to produce the CTD.

Also the MiniDump file (found in the same place as the BtS exe, compress to upload). Log files especially the Python Dbg would also help.

Please see the attached file. Crash happens when:
- I capture the Apache Empire's (the yellow one), or
- I abandon my city near Finland and build it one plot "upwards" (which is an ice plot)
