Crash to desktop when running AvaiableViews 0

I have a potato unable to run DX 11 so I had to use WARP to even run the game in the first place.
As expected the game is unplayable in 3D even on lowest settings (~0FPS lol). So i switched to strategic mode. But, even in strategic mode I was getting like ~3FPS most of the time. I do have a potato but it is generaly capable of displaying 2D images and sprites.I believe this must be because the game is pre-fetching textures from normal view so that it can switch back very quickly. But since I can't even play in 3D anyways I'd rather have the game optimized for Strategic View.

In the .ini files (GraphicsOptions) I found this:
;Set which game views are enabled: 0 = Strategic only. 1 = 3D only. 2 = Both.
AvailableViews 2

I thought that maybe this will do the job and disable pre-fetching (since in strategic view it's not needed anyways). So I set it to 0 like this: AvailableViews 0

I also found an option to start the game in strategic mode in UserOptions and I set it to 1
;Set to 1 to start games in strategic view.
StartInStrategicView 1

And now whenever I try to load a game or create a new game I get a weird stutter at the end of the speech and the game crashes to desktop without any error or notification :( When I switch AvaiableViews back to 2 it runs fine ( read: runs fine at 3FPS).

What do I do?
No,buying a new PC is out od the picture for now
 
Did a quick test for you and:

The game crashes when: AvailableViews 0 & StartInStrategicView 0
The game crashes when: AvailableViews 0 & StartInStrategicView 1

The game does not crash when: AvailableViews 2 & StartInStrategicView 1

Given that my computer runs this game fine on max settings I think we can safely bet that we have no hardware in common and thus no possible common point of failure, in respect to hardware. This makes it a software problem. Uh oh.

Should I report it to Firaxis somehow?
