Crashes in Diplomacy screen

The game used to crash at the menu after loading the intro cutscene, and seemed to like chronically crashing in fullscreen with hd zoom enabled or some other random assortment of settings causing system restart.

After fiddling with it I managed to get the game to load, it would either randomly crash 1-2 minutes in the game, or gauranteed will crash to desktop in the diplomacy screen.
