Crawling City? a good idea?

Sometimes when I need an oil resources, all of it has been taken, either on the enemys midst, or in my allys backyard(which he has only one so he wouldnt trade it), then i saw one just 5 or 4 spaces from my border, bad thing is it has been occupied by my "gracious" ally, which i dont want to declare war to(good friends are hard to find:D ).

What if I establish a city just near his border, the border will be pushed, then another city diagonal to the one I established, then raze the first by ruch/building settler and rebuild it again diagonal to the 2nd, repeat until i got that resource. What do you think? too wasteful? At least its peaceful.

Or should I just declare war on my ally?

Just a wild idea, I will try this at home.:goodjob:
 
I'm not sure you can build cities directly next to each other...
 
I don't think Maverick means directly next to, but right at the border, so the other civ's border gets pushed back. I just did this tonight, and it worked fine. The French had a border which extended three tiles in, just including the saltpeter I needed. So I built a city on the next tile from their border and voila! The saltpeter was in my city radius.
