Crazy start - does raising water level increase resource density?

I just started up a game with these settings:

Siam
Emperor
Standard size & speed & resources
Pangea
High water level


and I want you to look at this spot just south of my starting city:



The starting spot wasn't bad either (settled in place):


The first spot there just seems impossible for a standard resource map. My assumption is that there is a set amount of resources based on the map size, which is then spread to available land. With high seas, there's less land, so resources are more densely clustered.

Or that's my guess. Is it that, something else, or did the RNG just go crazy here?

Dude, plop a second city in that forest tile below the horse/sheep and your first two cities will be production machines!
