Creating a new map?

Create a new WBSave for the map itself.

Change for all civilizations: warmaps in AIWars.py, city name maps in CityNameManager.py, stability/settler maps in CvRhyes.cpp, the spawn locations, cores, normal and broader areas in Consts.py, all spawns (cities and units) in Barbs.py, some territory-related goals in Victory.py and some additional things that I can't think of at the moment.

So it's a lot of work. What do you plan to do?
 
You basically can't, is what I'd say. Sure, there are folks who have done it, but for most its not really an option. You might as well learn modding and programming and make your own mod. :p
 
You'd have to change some more stuff in the SDK as well, like defining what's lake and what's coast. You'd probably have to search for everything Rhye did in both Python and SDK and see if it's map-related.
 
Oh yeah, the artificial continent boundaries would have to be addressed as well.
