creating CTPII senarios

Im trying to create a CTP II senario, but am having a difficult time finding resources to learn how to do it. can anyone suggest a site that may provide some literature on how to create senarios from scratch?

[Necropolis]

I downloaded the 400x400 sized earth but my computer shrunk it down into a 200x400 sized map of the earth. it is the 27 player scenario. the Turnlenth text file goes from 1860 to 1958 and currently its the year 1865 .so far no one has ever uploaded the completed scenario. but right now i have well over 1000 city placements located on the map. i am also using the units from the Global world war II mod.
