CS Road Bug?

Is anyone else coming across a bug where a city state doesn't recognize a road that connects to your capital (For the quest) in the latest patch? I've done in three times in separate games and even after five turns of the route being completed it's not fulfilled. I've tried reinstalling too, same story.

It's a well-known bug introduced by Patch 1.0.1.135

just had it, seems to be a new problem. never had it happen before the patch
