I started a later era game and what surprised me was: when I founded a city in an even later era the borders spread wider than my capitals border, which despite having a theater district, stayed the tiniest city tile-wise. Cities founded in the information era had borders beyond their third ring!
Shouldn't a theater district and/or population move borders further/ produce more culture than founding a city in a later era?
I had the feeling the capital's borders didn't expand at all despite the theater district.
