What does the "allow cultural conversion" options do??

It allows "culture flipping" - when cities change nationalities. Civilizations with a lot of culture can exert pressure on foreign cities that border them. If your border cities have a lot of culture and the AI cities next to them don't, there's a chance the AI cities can "flip" to you. Of course, your cities can also flip to the AI.

So if I turn the cultural conversion off, there is no chance a city would flip to the AI?

That's correct. But if you ask me, turning off the conversions dilutes the flavour of the game.
