In one game i played, i decided to play US/UN and return cities to their rightful owner, since i was more or less forced to take the largest civ down a notch or two (or three)--they would have been super corrupt and difficult to defend or maintain.
Since he was nearly dead and broke, all i could do was give them to him. But as soon as i did, the cultural boundaries of the city(s) returned. Kinda cool.
The strategy worked. It diffused the power of the number one, and other civs captured the cities i gave to the weak civ. They also settled in spots where some of the captured cities got razed (pop 1). By 2020 AD, i was number one. Phew, it was close.
