Cultural Victory on 1700AD start?

I've only ever done cultural victories on 3000bc and 600ad so I would like to get one on a 1700ad start. I would really love to hear stories from people who have achieved culture victory on 1700ad. Which civ did you use and approximately which year did you achieve it? Any recommended civs or strats? My first thought was that maybe the French would do well since Paris already starts with Legendary culture.

EDIT: Just noticed that Paris doesn't have Legendary culture on 1700ad start, it's just that the Paris culture goal is marked as complete. Well, back to square one then, haha!
