Cultural vs City Boundaries

    Can someone explain to me the differences between a cities cultural boundaries and city boundaries? And what it means? All I know is that your cultural boundaries can expand past your city boundaries. Maybe something about 21 tiles. Can workers improve terrain past 21 tiles? Thanks.

    Your cultural boundaries are your borders; tiles within those boundaries are yours, and no one else may enter them (with some exceptions). These expand when a city's culture points reach certain thresholds.

    Your city boundaries enclose squares where the city can work to produce Food, Production, and Commerce. Those stop at either a) your cultural border, or b) a 2-tile radius (the 21 tiles), whichever comes first.

    Finally, workers can improve any land tile they can get their hands/shovels on.

    Workers can only improve tiles with in your cultural boundaries. They can cut forests and jungle and build roads outside your cultural boundaries. You also can only build forts inside your cultural boundaries.
